1.In Canada's parliamentary system of responsible government, minority governments occur when no party has a majority of seats in the legislature.
2.The disadvantages of a minority are instability and uncertainty: Minority governments are often unstable because they lack the means to pass legislation to guarantee a majority. If the government fails to gain enough support or loses a confidence vote, this instability and uncertainty may lead to frequent elections.
3.I believe that a clear policy platform is needed to win majority government because it is of utmost importance to articulate a clear, compelling and resonant policy platform that addresses key issues that voters care about and distinguishes the party from its competitors.
4.Yes, I think minority governments in Canada can affect the rights and responsibilities of Canadian citizens because in minority governments, the ruling party and coalition often have to negotiate and review legislation with the opposition. This can often result in policies reflecting interests and perspectives that may have different impacts on citizens.
